compat. matrix: we need a policy doc on what modules are blacklisted/used

      I think Funtoo needs to have a policy document on what video card modules are blacklisted, and which ones are used/enabled on our stage3's and by default. We have several bugs open related to nvidia-drivers, nouveau, and radeonfb, and we need to have a comprehensive and consistent plan.

      So I'm suggesting this is defined on the wiki, in written form, and in it we have a plan on what to blacklist, what to enable, and why. 

      I will link the relevant issues.
