[stage3] need new stages: current stage3 has bugs affecting install that are fixed in next

    • Users will have much less initial setup required to work around problems in the existing stages.

      We need new stages that have a few recent bugs fixed:

        - FL-11782: the non-persistent `dhcpcd` bug
        - FL-11913: the `ext4` rootfs bug
        - FL-11978: bugfixes in `corenetwork` will end up in a new release

      Current stages lose networking if using `dhcpcd` and don't boot from `ext4` rootfs created with newer than a certain version of `e2fsprogs`.  It's also impossible to configure bridges without fixing the `corenetwork` script.  New stages will have all these problems (and more!) fixed.
