This positively impacts users by ensuring that all distfiles are downloaded, and for any issues that exist, that these issues are resolved by Funtoo staff.
Right now, starting the download of all non-autogenned distfiles is a manual process and is run kit-by-kit.
Ideally there should be a tool that makes this more automatic, can be cronned, and can output logs of issues encountered for each kit. This will allow kit maintainers to view the log and identify and resolve any problems.
