I had this local change on my system which should likely be added to corenetwork, for /etc/netif.d/bond:

 netif_pre_up() {
-    modprobe -qf bonding
     require slaves
 

This ensures that the bonding functionality, if in a module, is properly loaded so that bonding functionality is available.
