the libva-utils package provides utilities to enable the intel gfx support, apparently. it looks like it may have been purged as part of FL-9062, but it is a DEPEND for the libva-utils package.

Additonally, x11-libs/libva-intel-media-driver might better belong in core-gl-kit rather than desktop-kit, since it provides the display driver for newer Intel graphics (x11-libs/libva-intel-driver is for the old one)
