As per FL-8693, restricting mirroring in Funtoo isn't really something that is ever necessary, due to our use of a CDN for distfile source code artifacts. So we ideally would want emerge to ignore RESTRICT="mirror" and still try to download from fastpull.

Therefore, it would be good to patch Portage so it effectively doesn't change behavior when RESTRICT="mirror" is specified in an ebuild in Funtoo.
