NetworkManager OpenRC script needs improvement

      I hate to have to say it, but /etc/init.d/NetworkManager from Gentoo is a mess. It is designed to be 'dynamic' (I suppose more like systemd?) so that when NetworkManager does not have an established network connection, the script will be marked as stopped. 

      The problem with this is that OpenRC will then stop all network-dependent initscripts when this happens. This is clearly bad for servers or workstations hosting services. If you temporarily lose your network connection, all your daemons are taken offline. The bad thing is that it doesn't seem to be good at starting them back up.

      This script needs to be fixed to work the way the prior Funtoo one did.
