Create an `ext4` filesystem with default options and try to install `grub` on it.

Funtoo users with new installs might have trouble booting if they use `ext4 -O^has_journal` for `/boot` rather than `ext2` or `vfat`.
Our `sys-boot/grub` is a static ebuild at version 2.06 that is keyworded as `unstable`. We've affected by at least one annoying bug that has been fixed upstream.

Grub seldom sees releases and is mature software; so I propose to autogen `grub` in the `2.x` series so that we pick up this new release and any others like it, while avoiding potentially-breaking 3.y releases.
