On https://build.funtoo.org/next/x86-64bit/amd64-zen3/2023-09-25/stage3-amd64-zen3-next-2023-09-25.tar.xz, the /var/empty directory is owned by sshd. This is incorrect and it prevents sshd from starting.

I'll need to find the root cause of this to prevent it from re-occuring.
