fchroot: add "initialization mode" for host

    • This allows for a more pleasant workaround for lack of binfmt_misc namespacing.

      Fchroot needs an "Initialization mode" for setting up binfmt_misc on the host. This is important for containers, when fchroot will first be run in a container, and not the host, as is generally the case when using ffs/ci/lxd-baremetal/bin/ffs to build ffs. See FL-10616 and FL-9989 for more details.
