This impacts qgis and a few other apps.
qscintilla-python seems to have the same issue with sip as FL-10184

It looks like https://bugs.funtoo.org/browse/FL-7960 added the library on the qt-5.12.2 branch and there is a declined PR to add it to the current (5.12.7) branch. So I think isn't getting autogenned anymore if the current branch has switched.
