Update or autogen sys-apps/irqbalance and replace the ncurses[unicode] dependency with just ncurses

      upstream is at 1.9.2 and our gentoo snapshot version is old.  gentoo has the latest in their tree.

       

      this is hosted on github, so it should be easy to autogen
