support for tag & release pagination in github-1 generator

      When trying to autogen OpenAL, I ran into an interesting issue: the latest tag didn't appear on the first page response of the GitHub API. I had to fetch multiple pages for the autogen to find the actual latest tag of OpenAL. Because of this, I think it would be nice to implement a generator for releases/tags inside of metatools and provide an interface for it in the github-1 generator. The default behavior should still be fetching a single page, but having an option to either fetch all/multiple pages would be great for such weird cases.
