postgresql initscript should correct ownership of /var/lib/postgresql/

      Currently, the postgresql 13.3 initscript does not check or correct ownership of /var/lib/postgresql. The directory should be owned by the 'postgres' user (not root.).

      /var/lib/postgresql is the official home directory for the postgres user according to /etc/passwd, so it really should be writeable by this user for any dotfiles that need to get created when you "su postgres".
