Update dev-libs/json-c to 0.15

      As per FL-9731, updating json-c can break other applications. This update probably requires some CI run to ensure that at least a base stage3 and gnome stage3 are building fine with the new json-c, unfortunately. So this is not something we can do automatically or without being very careful.

      Currently json-c is at 0.13.1-r1 in Funtoo. The latest version is .15.
      This update is to bring current json-c for use with the latest version of PostGIS and any other program that would need it.
