riscv64gc needs at least dev-lang/rust-bin 1.47.0

      The first official rust release for which there is a downloadable riscv toolchain is, afaict, 1.47.0.
      That means in order to support riscv64gc, at least dev-lang/rust-bin (preferably also dev-lang/rust) need to be updated to at least 1.47.0. See attached patch for a minimum working change.
