add ec_sys-reliant fan control tool (nbfc/nbfc-linux)

      I am finally able to get full power of my laptop thanks to Funtoo, even when it's not yet stable (FL-8440). However I have discovered, that when left unchecked, onboard controller is very conservative when it comes to fan speed, only allowing a minute of ~50% speed when it's already too hot to type on. On Arch I've used NBFC, which is pretty much a near-universal replacement to manufacturer's Windows bloatware to tell fan controller to work at a different pace. I'm surprised that there's no such universal tool here, only thinkfan/mbpfan. I know that bringing this software to autogen might be tricky due to its dependencies, so if you recommend something else for that purpose, I'd like to use that anyway.
