Add a "pretty" 502 page to the bug tracker so downtimes don't just display a raw error page.

    • Visit the bug tracker while it's being restarted.
    • Nginx needs a wee l'il error handling block.
    • The bug tracker displays a raw 502 error when it is unavailable.

      I made a joke and implicated myself in adding a nice error page to nginx.  So, I shall do it!  

      Acceptance criteria: 

      • build a 50x page that nginx references upon a failure of the downstream service
      • let the page state "a nice message that the bug tracker is offline for maintenance and should be back in 5 minutes or less"
      • attach the config and/or html, etc.
      • maybe in a tarball?
