When trying to change the display scale under GNOME, it fails with the error (displayed in the title bar) : "Changes Cannot be Applied. This could be due to hardware limitations."

It appears on this system that xrandr was not installed. I am trying to figure out why. It may be a missing dependency from GNOME. I am also not sure if xrandr is all that is needed to fix this – but trying to manually merge it to see if this fixes this.
