libudev does not enumerate gamepads in steam-nvidia-launcher

      While the device is found within the container (/dev/input/js*), udev fails to enumerate the gamepad within the container. Since Steam relies on liudev for gamepad discovery, gamepads are unavailable in steam-nvidia-container.
