qt5-build.eclass: unsupported EAPI=7

      After an ego sync on my funtoo 1.4 today I get the following error message when I do a world update:

      Even a simple 'ebuild qtwebengine-5.12.3-r1.ebuild digest' brings up the error.

      It seems to me that qt5-build.eclass needs to be updated to accept EAPI 7.
