Steps to reproduce this issue:
$ USE="tinfo" emerge ncurses
$ emerge openrc

Expected behaviour:
openrc could be built

Actual behaviour:
openrc failed to be built with several 'symbol undefined' errors

This problem could not be reproduced if 'tinfo' flag is disabled on 'ncurses'. However, 'nvida-cuda-toolkit' the 3rd-party packages relies on this flag.
