Update Mesa package to support 19.0.x (requires libdrm updates too)

      First, my apologies if I'm not filing this issue properly, this is my first time filing both with Funtoo and on Jira perhaps surprisingly. As this appears to touch .ebuilds in two different kits (core and xorg) I'm unsure what to put in that field.

      While working on a car PC build based on a ChromeBox and reducing the install size I noticed that the only remaining item requiring Python 2.7 was mesa itself, and that only for build time.

      This in turn led me to notice that Mesa 19.0.x (up to 19.0.5 as of this release) has been released which removed the python 2.7 dependency and had ebuilds over on the Gentoo trees.

      Loading those ebuilds in manually as a test for mesa 19.0.5 (and the required libdrm 2.4.98) everything compiled and installed without issue, other software relying on mesa links and runs without error.

      As a note, the libdrm minimum version dependency is specific to the enabled video cards, but I doubt that's worth implementing?
