fwbuilder should depend on net-snmp

      I installed fwbuilder, but when I attempted to run it I got:

      fwbuilder: error while loading shared libraries: libnetsnmp.so.35: cannot open shared object file: No such file or directory

      libnetsnmp.so.35 is provided by net-analyzer/net-snmp, and installing net-snmp allows fwbuilder to run.  So fwbuilder should depend on net-snmp.
