adb devices and fastboot devices fail to list my Android phone when it is plugged in via USB and has had USB Debugging enabled. Oddly enough, this happens with android-tools installed from Portage and when I download the official platform-tools package.

I have tried adding the android udev rules to fix the problem, but that hasn't worked. I tried on an Arch live disk and got it to recognize the phone, but then it printed a bunch of USB errors, so I booted a Solus live disk and managed to get the official downloads working.

I suppose it's possible that my kernel configuration on Funtoo is preventing android-tools from working, though I know for certain my USB drivers are working. I've attached my config.gz, in case that helps.
