I have just made commits to fix our copyright handling, which was becoming a mess.

Here's how it works, for flora and funtoo-overlay:

/COPYRIGHT.txt in repo root, and this copyright notice is managed by Daniel Robbins.
/LICENSE.txt in repo root, and this is the literal GPLv2.

Copyright notices from all ebuilds have been removed.
License line mentioning GPL version 2 has been kept in all ebuilds.
$Header: line has been removed.

This prevents mis-handling of copyrights by flora contributors and the Funtoo Core Team, and the annoyance of having to bump the copyright years. It also reflects the realities that we are not getting copyright assignments (addition of a "and multiple authors" clause.)

Regarding this bug: We need to update app-vim/gentoo-syntax so it generates a sample ebuild without a Copyright line as well as a $Header: line
