VERSION: 4.13.1

With new install of Xfce the panels in Xfce can't be deleted via panel-settings. It is possible to add panels.

I don't have same issue on Funtoo with Xfce profile from 2 years ago and continued updates, Gentoo (4.13.3), Arch (4.12.2-1) and Fedora (4.12.2). New install on workstation had no xfce4-session folder in .config. To have panels deleted, had to copy my xfce4 profile with panel/xfconf-settings from notebook to the workstation and re-configure everything.

old Funtoo .config >> drwxr-xr-x gb00s users
new Funtoo .config >> drwx------ gb00s gb00s
