When starting syslog-ng this is the error:

system(): The kernel message buffer is not readable, please check permissions if this is unintentional.; device='/proc/kmsg', error='Permission denied (13)' [ ok ]

syslog-ng does start and work, it just can not access kmsg if unprivileged.
