emerge catching exception in package/ebuild/config.py in user mode

      when I use emerge -s as non-root, I get the following warning:
      $ emerge -s evince
      !!! Directory initialization failed: '/var/lib/portage'
      !!! chown('/var/lib/portage', -1, 1000)
      !!! Directory initialization failed: '/var/cache/edb'
      !!! chown('/var/cache/edb', -1, 1000)

      [ Results for search key : evince ]
      Searching...

      It doesn't seem to affect operation of the code otherwise.
      It is probably something I did but I don't know what. It started after I used emerge as root from the console. My user account has always been in the wheel group and I added my account to the portage group after this started to happen. Exception still there.
      Is there a way to fix it?
