When I go in Control Center and click 'Print Settings', it doesn't open or do anything.

I had to emerge these three files to get it to work:
cups-pk-helper, urllib3 & dev-python/requests
I assume they are missing from the Mate installation routine.
After getting Print Settings applet working (I'm still not able to get any print output) I ran the printer debugging process, the file is attached.
