Add a 'yet to be dertermined'-like option under the Resolution field for use with new issues in bugs.funtoo.org (JIRA)

      New Issues (in particular bugs) default to Resolution 'Fixed' despite Status defaulting to 'Awaiting Review'. Is such a Resolution value misleading? The alternatives under 'Resolution' may similarly introduce ambiguity.

      Suggestions:
      1) Consider some variation of Awaiting Review, To Be Determined, etc. for the field Resolution.
      2) Present that value as the default Resolution for new issues.
