increase default system V shared memory limits

      Several applications (Oracle, PostgresSQL) use system V shared memory, and the default limit on Linux is 64MB. This is a very low limit, and a more reasonable limit would be one quarter of system RAM.

      OpenRC should set the limit for system V shared memory to 25% of system RAM at boot by default.
