WSL: lvm unacceptable boot performance from udev scanning

      lvm performance on my WSL rig is completely unacceptable.  it takes 3 full minutes to boot on a modern ryzen system.  i tried to fiddle with the config (/etc/lvm/lvm.conf activation section, udev_sync = 0, udev_rules = 0) to stop the udev scanning, however that didn't do anything.  i think it's fighting with eudev since it's very old, and designed to work with the 4.x.x series of kernels.  gentoo & lfs both split udev directly from systemd for openrc & sysv init systems.
