[dev-kit] autogen current version of `shellcheck` and `shellcheck-bin`

      The Shellcheck package provides a tool `shellcheck` that does static analysis of shell scripts.  It can be used with `pre-commit` to help ensure code quality before commits end up in a git repository.

      The version of `dev-util/shellcheck{,-bin}` in our tree is 0.6.0 and upstream is now at 0.10.0.
