Feature request: add `python-3.12` to Funtoo

    • Python programmers must utilize something like `pyenv` or otherwise build and maintain a local version in order to use `python-3.12`.

      Python 3.11 has some interesting new features; but it is missing from Funtoo's tree.  Upstream is now at `python-3.11.5`.  It makes sense to me to add `python-3.11` hardmasked by default, similarly to `python-3.10`, so that nothing breaks in the case of incompatibilities.
