Right now, it's possible for items in our CDN base layer object store (BLOS) to be missing even if the item is being referenced in the integrity store (see bug FL-11396.) A utility should be created to scan for these issues so they can be fixed.

This utility would work by looking at all items in the integrity store, and checking to see if the associated BLOS entry exists. Any missing BLOS entries should be printed out so they can be fixed.
