[core-server-kit] dev-php/composer-bin to autogen

      At the moment the compiled dev-php/composer seems broken.

       

      $ composer 
PHP Fatal error:  Uncaught TypeError: Return value of includeIfExists() must be an instance of Composer\Autoload\ClassLoader or null, int returned in /usr/share/composer/src/bootstrap.php:17

      Could be a good idea to have also a `dev-php/composer-bin` created from the official .phar file.
      I created in the past the ebuild for this:
      https://github.com/geaaru/geaaru_overlay/blob/master/dev-php/composer/composer-1.6.5.ebuild
      For a fast solution until could be analyzed dev-php/composer issue we could just supply a new package that follow this way.
