BLAS, CBLAS and LAPACK are important for scientific applications and other fields including computer graphics, computer vision, data visualization, machine learning, and such.

As a first step, we would add the reference implementation of those libraries. We can support advanced and optimized implementations like ATLAS, Intel Math Kernel Library, OpenBLAS, etc. later.
