[feature-request] jobs-reduced option for cpu constrained systems

    • Portage niceness can improve system responsiveness on some systems.
    • ego presently uses <threads> jobs

      two customizations I've added on weaker systems' make.conf
      MAKEOPTS="j<cores>"
      PORTAGE_NICENESS="10"

      without these changes, thix laptop becomes a LOT less usable while actively compiling.
