Convert explicit python3_8 into python3+ in PYTHON_COMPAT

    • Lack of functionality here is impacting some ebuilds that we want to import as-is from Gentoo using packages.yaml.

      With FL-10196 as a great example, many packages pulled from the latest gentoo-staging snapshot are arriving without python3_7 in PYTHON_COMPAT simply because gentoo dropped support for it, regardless of whether the packages still support it.
      The idea here is to update python-utils-r1.eclass to upgrade any explicit python3_8 (which most likely comes from gentoo-staging) and transform it into python3+ to allow python3_7 support back to those ebuilds.
