new python eclasses in 1.4-release cause rebuild of all python-based packages

    • This causes massive amounts of unnecessary and unwanted rebuilding for Funtoo users of 1.4-release.

      The recent updates to python eclasses in 1.4-release have caused all python-based packages to be re-emerged in a world update due to addition of a python3_10 target.
