When I added KEYWORDS, I wasn't expecting it to just be used for arches. We might want to add a "staging" keyword for packages we are testing, since we deprecated ~(arch) but haven't replaced it with anything. In addition, we could have a "latest" keyword for the latest released version of an ebuild. Just wanted to record these thoughts before I forget.
