Everyone in the Funtoo Forums (http://forums.funtoo.org/) can use the "Report" link in posts to report offensive content, spam and the like.
Often, when a spam wave hits the forums, I want to report several posts in nearly no time between these. With the current settings, one has to wait 1 minute between each report, which makes a 15-seconds-task when reporting 5 spam posts at least a 5-minute-task.

I understand that there better should be a timeout between the reports to prevent "report-spam" and other missuse, but I additionally think two things:

1) We have to invent a good spam prevention prior to have bots / spamers registered to the forums, like good captchas and/or question-captchas like "please enter the color of the funtoo logo" or "please enter the missing word: ..... Robbins".
Spammers cannot do anything harmfull without a working account and it's way better to have potential new members validated extensive once while registering but frustrate valid users during their whole community experience forever.

2) Whichever improvement in registering is done, I understand that a reasonable "report-spam-prevention-timeout" should still be in place in case an account was hacked or such. But this should be lowered from 60 seconds to something like 10 seconds. This prevents a script effectively from spaming hundreds of reports per second but a normal user probably not even notices that there's a timeout.
