There were two extra devices when booting that needed to be blacklisted in /etc/dhcpcd.conf. These devices seem to have caused the system to force ipv6 instead of using ipv4 as the default.
The following is what was added to /etc/dhcpcd.conf to remove these devices and allow eth0 to operate correctly:
denyinterfaces sit0
denyinterfaces ip6vtnl0
