upgrade dev-libs/openssl to v.3

    • Many packages rely on openssl for cryptographic operations. The version of openssl in Funtoo has reached EOL and will no longer be receiving upstream improvements. We should migrate ASAP.

      OpenSSL 1.1.1 has reached EOL, turns out it has been for a few months already.

      Also, putting security concerns aside, a lack of fresh libcrypto (which is provided by openssl) may cause troubles installing some programs (in my personal case, that was VMWare Horizon Client which required libcrypto.so.3)

      Having that said, let's jump on version 3?
