python autogen depends on upstream gentoo patches being available

      Currently, the python autogen in next-release depends upon upstream gentoo patches which may not be available. The autogen currently fails:

          dyne.org.funtoo.metatools.pkgtools.ebuild.BreezyError: Artifact for url https://dev.gentoo.org/~mgorny/dist/python/python-gentoo-patches-3.9.13.tar.xz referenced in dev-lang/python could not be fetched.
      [ERROR 11:11:18] An error was encountered when processing dev-lang/python-3.9.13
      [ERROR 11:11:18] Command failure from merge-kits: cd /funtoo/mirror/prod/repo_tmp/source-trees/kit-fixups/python-kit/next && doit --fastpull_scope=local
       

      Our autogen should not depend on these patches. Patches make autogens fragile and we don't have control as to whether these patches are available or not.
