    • Go to gnome settings > power and set 'Blank Screen' to any value above 10 minutes or 'Never'. Watch the screen blank at 10 minutes

The gnome settings app 'dconf' has a DPMS power section that allows gnome to control DPMS by reseting the Xorg settings. It is set to "False" by default. Setting to "True" solves the issue. Setting is located at org.gnome.settings-daemon-plugins.power.manage-dpms-defaults

In default gnome zen2 stage3 install, Gnome only partially controls DPMS settings.  Xorg has defaults settings for Standby=600s, Suspend=600s and Off=600s.  If one tries to set screen blanking via gnome settings to a value less than 600 seconds it will work, but if one tries to set blanking for > 600 seconds or Never, Xorg will override the settings in gnome.
