autogen man-pages-l10n and migrate all the man-pages-LANG packages

      Debian seems to be the new upstream for localized man-pages.  They now provide all the languages in one tarball called manpages-l10n.

      This should be created and introduced into text-kit as an autogen, and the existing man pages should migrate to it.
