Just run connmanctl from the command line to see rejection messages. The issue will be solved once the proper policies are in place.
It's missing a policy to allow group members to perform actions. Something like the following should do:

<policy group="netdev">
<allow send_destination="net.connman" />
</policy>
}}
Just drop it in /usr/share/dbus-1/system.d/connman.conf or something.
