Implement Funtoo Power Management

      Since there have been ongoing issues with elogind and power management, which have caused ~5 years worth of struggle on Funtoo's part, it makes sense to replace elogind power management with Funtoo power management.

      Funtoo Power Management is currently working well.

      The steps to do this would be to disable PM support in elogind, so elogind is only providing 'seat' functionality. Then Funtoo PM can be added into Funtoo.
